One of the codes in NEC says something about grounding metal covers. How do i do this?

I am assuming you are talking about a metal cover on a plastic box. If there is a device then the cover is grounded thru the device. If it is a blank plate then you need to install a grounding clip or drill and tap the cover. This is why we use plastic round plates when we do not install a light.

I have seen some round metal plates with a small piece of #12 green spot welded or soldered to the cover
