Grounding a sub panel

I have a farm house with the main electrical panel and meter installed in a pole barn about 100 feet away from the house.
The house has a 100 amp sub panel installed in it, but they only ran the 2 ungrounded conductors and the grounded neutral to the house underground.
I'm not sure if the wire is inside conduit all the way or not. I thought that the sub panel neutral had to be isolated from the panel and a seperate ground
wire should have been ran along with the wiring. Would it be safe if I drove a 8' ground rod at the house location and bonded it to the neutral and
the water piping and propane gas piping in the house?
