Grounding and bonding at additional panel

I have an existing 320 amp meter base with an existing 200 amp panel. There is a 200 amp disconnect next to the meter. I’m getting ready to feed a second 200 amp panel out of the disco for a second phase of the house. I’ll use PVC. Do I need 4/0 4/0 2/0 with a #4 ground? Do I need the #4 ground or will I ground and bond at the service equipment? The second 200 amp panel
 
You're feeding the new disconnect from the meter? If so those are service conductors so no EGC is required before the disconnect.
 
and......once you leave the disconnect you need the #4 equipmemt grounding conduitor to the new panel.
