Grounding and bonding of Padmount transformer

Hello, I have an important question about what is the proper way to connect the main bounding jumper when I am installing a wye-wye padmount transformer? Can I make the main bounding jumper an the first disconnecting mean?, the disconnecting mean is 2 m away, or must be at Xo transformer terminal?. The padmount transformer is owned by the utility company that brings 13,8 kV at primary side and at the secondary side brings 208 V. My confusion is because technically the wye-wye transformer is not a separately derived system. Greetings from Costa Rica.

However, this can vary per company specs. Some units have an H0, that must be bounded to the primary compartment neutral. Also there should a be strap from the X0 to the case of the padmount.

Thanks for the pics!. This is exactly the case. I want to share an image of a CAD drawing that I made of the secondary for explain my point but I don't know how to do that
