grounding and bonding of service ground conductors and equipment grounding conductors

Is it permissable to bond incoming panel feed grounding conductors directly to panel can, while bringing equipment grounds to ground bar? Panel can itself, being code gage steel should bond between equipment ground bar and feeder grounds.
