I have electrical panels on unistruts as attached. Do I need to ground the unistruct or bond the unistruts per NEC 2014?

IMO
If you use metal bolts, nuts, washers to assemble the strut as well as to attach the panels to the strut, you bond the strut to the panel.

Bolt it to the strut and you're done.

What I tried to say is:
Attaching the panels with metal bolts effectively bonds the strut. Done and done....
