Grounding at old installation

We are taking an old Winn Dixie and converting it into office space for state workers. The existing service is such:

From the utility xfmr we have 7 sets of 4-500kcmil to an exterior mounted fused disconnect switch for a 2500A service. In the service disconnect the grounding electrode system is established by connecting to ground rods, CWP and building steel.

The problem is that there are no equipment ground conductors between the main disconnect switch and the main switchgear inside. The feeder between the two are 7 sets of 4-500kcmil in sched. 80 PVC.

Is there a method to extend the equipment grounding system to the main switchgear inside without having to repull the 7 sets of conductors with an equipment ground?

If the installation was done correctly it would appear that there should be 7 sets of 4-500kcmil+350kcmil(G). Is that correct?

You have one hope.

Is the service disconnect mounted on the building it serves or is it on a separate structure.

If it happens to be on a structure structure you could use 250.32(B)(2) (thats from memory) and use the grounded conductor as the grounding means.

If it's not on a separate structure you need to pull the EGCs.
