Grounding at Pas Mounted Service Equipment

I am looking at a project where there is a new Service at a county Fair Site that powers several out buildings.
The Meter and main distribution will be erected off of a poured concrete housekeeping pad.
What I am wondering is if I will need to bond to the re-bar in this concrete pad.
This pad will not be like a footing. it will be about a foot thick

It would not qualify as a CEE under the NEC, but I it might be OK to bond to it anyway. To some extent the mounting bolts will serve as a high resistance bond anyway. .
There may be some issues of step potential at the edges of the pad during a fault condition, though, if you bond solidly to the rebar.

So unless specifically required in the specifications I would not need to.
I will make the suggestion.
