Grounding/bonding 480>208 transformer

Have a 480 to 208 75K transformer. EGC from 480 panel and EGC from 208 panel connected to transformer chassis grounding lugs. GEC from building steel connected to transformer XO bar. XO is isolated from chassis (what I thought was a bonding strap from chassis is not connected to XO). Do I bond the neutral to ground of the 208 in the panel or transformer?
 
Yes the X0 is typically isolated from the enclosure. You can install the system bonding jumper (SBJ) in either location but not both. We always install the SBJ in the transformer.

The bonding strap you did find is probably bonding the transformer frame to the transformer enclosure, as there is usually vibration dampening pads between the two.
