Grounding & Bonding Non-Metallic

How do you bond a non-metallic [PVC] drum, where flammable liquids will be stored / transferred from a conductive or non conductive container? Is the bonding of a non metallic storage drum required? I could not find any information on this or how to accomplish this and curious if anyone else has come across this?
 
Since static charges could build up anywhere on the interior or exterior surface of the drum, it seems to me that there are only two choices:
1. Use a slightly conductive plastic material for the drum, similar to that used in anti static bags.
2. Provide a wire electrode or other means to ground the liquid in the drum rather than the drum itself.

you use the correct plastic barrel. there are plastic containers made that either have a conductive filler or conductive coating.

you can also use humidity to control static.

none of this is an electrician type problem though. it needs to be looked at from a wider level.
