Grounding & Bonding of Transfer Fuel Tanks

Does anyone have or know of a best practice for grounding and/or bonding transfer fuel tanks during dispensing operations? Is there a requirement per OSHA, NFPA, etc.? Example given is the use of transferring gasoline from the back of a pickup truck housing a transfer fuel tank to the tank of a portable piece of equipment such as a backhoe, telehandler or excavator?

Any help would be appreciated.
