Are there any requirements within the NEC for multiple (at least two) grounding connections for metal vessels in hazardous locations? I have not found anything yet in articles 250 or 501. It is probably recognized as "good practice" in publications such as the IEEE green book, Factory Mutual Recommendations, and Process Industry Practices, but what is actually legally required by the NEC(2005) and would static discharge or lightning protection considerations effect the requirement ?

No, it is not a requirement. Section 501.30[2005] states the requirements.

Static discharge or lightning protection have no additional requirements beyond what is already in Article 250 or other standards such as NFPA 780.
