grounding & bonding surge protection

I am trying to find a Code on grounding & bonding for low voltage surge protection. I have low voltage surge protection located in junction boxes at each building as prescribed in 800.30. The manufacturer says to ground the device and the electricians have run a ground wire from the device to the nearest electrical supply ground buss.

The problem is that, being run underground, the wire could pick up a surge (lightning) and direct it to the surge protection itself, and to the ground buss at the same time. I would like to see a ground rod installed directly below the jbox and bonded to the buss, but I can't seem to find the Code supporting this.

Any help out there?

A supplemental grounding electrode is not required but that doesn't mean you can't use one. I would recommend one in this case.
