Grounding boxes for 24 Vdc circuits

Nec 250-112(I) indicates that boxes for Class 1 circuits less than 50 volts do not have to be grounded. This is a change from previous editions.
Question- Has this always been the requirement but has now been clarified?
Question- Can the boxes be grounded anyway?
