grounding bushing

They have 120v circuits feeding space heaters in a mcc the cables are ran in cable tray. The cable is a 2c cable and is stubbed up to the cable tray with emt the cable does not have a equipment grounding conducter. Will this require a grounding bushing to contiue electrical contiunity between the cable tray and the stubb up incase of fault occurs
