when changing over from pvc to rigid for stub up into panels are grounding bushings required by the NEC

Depending on how your rigid terminates. If they are service conduits and you are using standard locknuts, I think 250.92(B) would require bonding locknuts or bond bushing, depending on the the K.O.

In rare situations I can see 250.97 might be applicable.
