grounding chains?

Are you still permitted to use grounding chains? I don't think that this is a safe way of grounding a locked out circuit. The use of grounding chains for safety was recommended in the October EC&M electrical forensics article. It is my understanding that you should only use cables that are designed for this use.

If you look at the NFPA 70E 250.3.A it says the PPE ground Cable sets shall be inspected for cuts in the protective sheaths and damage to the conductors. I think this Implies that the grounds must have sheaths to inspect which chains do not.
 
The grounding set has to be rated for the available fault current in the system, this rating is usually for 15 cycles. They should also be installed to create a equipotential zone. AB Chance has some good info on its website.
