grounding conducor size

#8 thhn copper wire,3 conductors, 3 phase, 208 volts in a 1 inch sch 40 pvc conduit,suppling 12 parking lot light poles. two heads per pole. 20 amp 3 pole breaker.wire length of run apx.1000'
question- can the grounding conductor be a #12 thhn? this is the present installation,and the engineer spec'ed ground rods at each pole. poles are fiberglass, heads are metal and transformer base,also metal.

250.122(B) will require your equipment grounding conductors to be the same size as your ungrounded conductors. For example, if you pull #6 for voltage drop, you must also pull #6 on the equipment ground for the same reason--too much impedance on the conductor.

The EGC must increase in size proportionately with the ungrounded conductors, see 250.122(B)

The ground rods will have no bearing on this.
