Grounding Conductor Path

I have a new transformer to install on the roof of the building. The only available location to install a ground rod is exposed in a hallway, beneth the new panel fed from the new roof mounted transformer. Is it acceptable for me to utilize the feeder conduit and the panel board to run my grounding conductor to the new driven rod.
 
Assuming you are talking about a separately derived system, section 250.30(A)(7) identifies what grounding electrode is required to be used.

To answer your question, there is nothing in the code that specifically requires separatation of a GEC from other circuit conductors nor does the code prohibit the installation of a GEC within a shared raceway.

Not the best design, but not prohibited either. I believe the 2008 NEC has a FPN on this matter, but it does not directly relate to your question.

I do believe that you are mistaken on having the GEC required to be run to a ground rod or a ufer.
250.30(A)(7) Is a good place for you to start.
Also, note "Exception No. 1" ..."where the electrodes specified by 250.30(A)(7) are not available."
