The GEC has to be protected from physical damage. I often will use a short length of 3/4" PVC Sch 80 conduit. Just don't use metal

tom...On UFER's, I usually drive a short piece of re-bar vertically in the ground and secure the GEC to it with plastic zip-ties where it emerges from the concrete. I do this to locate the vertical run of the GEC so that it comes out of the footer directly beside the block foundation and to protect it during construction. The short piece of re-bar is not bonded to the rest of the footer steel.
Is this a problem?

Not unless your zip ties get broken by the concrete guys. I'd use some tie-wire to give them less chance to mess me up.

Codewise, no sweat, IMO.
