Are electrical grounding conductors considered current carrying? is there an issue of running multiple grounding wires in a single conduit?

Grounding wires do not carry current except in a fault situation. Do you mean grounded conductors (neutrals)?
 
No, and no, in that order. There may be an issue with conduit fill, since you have to count the EGC within the 40% limit. But you don't count them as current carrying conductors, for the purpose of derating.
