I have plan notes that says install grounding connection to building structure and water pipes at locations that are visible and accessible for inspection, maintenance and testing.

Some grounding connection need not be visible or accessible based on NEC 2014 code. Would the above general note be valid based on NEC 2014 or not?
 
Plan notes are part of the contract contract documents and have legally enforceable requirements, that in many cases, go beyond the requirements in the NEC.

It is very common for the design document to require things that the NEC does not require.

If you want to get paid for the work, you need to comply with the requirements of the contract documents.
