Grounding control x-former secondary

My question is on grounding the secondary of a small (2KVA single phase) control voltage transformer. One tap X2 is desginated as neutral/ground and the other tap X1 is for the hot wire. To ground X2, must the wire be connected directly from the ground bar to X2 or can the ground wire be connected from the ground bar to the neutral terminal strip. The neutral terminal strip is connected to X2 via white wire. I know that the perferred practice would be to do a direct connection, but is it spelled out in the NEC code?

The reason I ask this question is because a CSA inspector wrote this up as a violation. He required a direct connection. I think in this
case, interpretation comes into play.

If this involves Canadian Standards (CSA inspector), why are you asking about the US NEC?

In general the NEC does not cover the interior of factory assembled and listed (i.e. UL508A) control panels, 90.7. However, 409.1 does not make any distinction between field and factory assembled panels.
