How should I ground a circuit that has hot and neutral but no grounding system? I've fixed the problem in the past with grd screws and tails but I recently came across one that showed open ground even with the install. And I thought of using a supplementle ground, jumpin the neutral but was reluctant to. And wanted to see if any one else has experianced the problem and possible resolutions. Even with tails and grounding screws still reads as an open ground, and not practical to run egc to water pipe, or if clients refuse to purchase a new circuit.

NEVER do that, doing that is more dangerous then leaving it as it was.

Replace the grounding type receptacle with a non-grounding type and or install GFCI protection.

See 406.3(D) but also take a look at 250.114

If clients refuse to pay for a new circuit, your only options are to install an undgrounded (2-slot) or a GFCI receptacle and put the "No Equipment Ground" sticker on it.

Yup. And the tell them they can not use that receptacle for:

Refrigerators, freezers, air conditioners; clothes washing or drying, dishwashers, computers, printers, sump pumps, fishtanks; hand held motor-operated tools, light industrial motor-operated tools; motor-operated hedge clippers, lawn mowers, snow blowers, wet scrubbers; or portable handlamps.

Also-
If residential: Disposals
If commercial: Appliances in used damp or wet locations or by persons standing on the ground or on metal floors or in metal tanks; or tools used in wet or conductive locations.

You could print that onto a custom "No Equipment Ground" label!
Of course, I could have just said 250.114, but I learn more if I write it out.

Welcome to the forum.
