Grounding Electrode Conductor Connection/Splice

I have a residential 200 amp heavy-up. The existing #4 GEC from the cold water is to short and will not make it to the Neutral/Ground buss. It will make it inside the panel but being a different panel manufacturer now it will not make it. I have the inspection tomorrow and will not be able to get a High-Press buttsplice.

Can I put another ground bar in the panel (Square-D QO Panel) down low where it will reach and then put a #4 jumper from that ground bar to the Neutral/Ground buss where the Service Neutral is actually located in the Service Panel.

I know its all the same continuity wise, but trying to find the verbiage in the code to make it legal without going with the irreversible splice......Thanks
