Grounding electrode conductor connection

I have outside feeder fed from another building to the building in below picture.

The outside feeder comes in 200A disconnect outside then feeds the ATS and then panelboard PA with main breaker.

The grounding electrode system is provided at Panel PA. This building is combination of Business B and health care clinics.

I looked at 250.32(B)(1) equipment grounding conductor shall be run with supply conductors and be connected to the building disconnecting means and to the grounding electrodes. Does not say where to connect grounding electrodes conductor to which equipment or maybe it does i am not see it.

Problem is that should the building grounding electrode conductors be connected to 200A disconnect outside or Panelboard PA that has main breaker? Anyone know for sure and where is it in code language

The code is silent on this one.
