Grounding Electrode Conductor Location

We have a old 112 KVA 480 V to 120-208V transformer in service . The "GEC" grounding electrode conductor goes straight to a terminal bar on the frame of the transformer from the building steel . The equipment ground with the 480v feed goes to this bar . The bonding jumper from the XO terminal goes to this bar . Shouldn't the "GEC" go straight to the XO terminal instead of to this terminal on the frame ?
 
It is permitted the way that you have it. The key is that it's on the same terminal.
