Grounding electrode conductor location?

We have 2-1.5 megawatt generators w/switched neutrals and 2-4000 amp services. The grd. electrode conductor at the generators goes to a common grd. bar and bonding jumper to neutral. At the main service the grd. electrode goes to grd. bar with factory bonding jumper to neutral. We are being told now that the grd. electrode conductor has to go the nuetral at the service and bonding jumper from nuetral to grd. bar. Is this correct?

NEC 250.24(4): "the grounding electrode conductor shall be permitted to be connected to the equipment grounding terminal bar or bus to which the main bonding jumper is connected."
