Grounding Electrode Conductor to Sub-Panel

Our local city ordinance requires a service main on the exterior of residential homes. My question is on a back to back installation of service main and sub-panel, and the re-bar is stubbed from footing on an interior wall adjacent to sub-panel, can you install grounding electrode conductor to sub-panel and land at buss and use grounding conductor from feeder from service main to sub-panel as grounding electrode conductor and grounding conductor at the same time or do you have to route grounding electrode conductor to service main in seperate raceway?

The grounding electrode conductor must connected to the grounded service conductor at or ahead of the service disconnecting means. (See 250.24(A)(1))

You can't connect the GEC to the grounded conductor at the sub-panel.

You can run the GEC through the same raceway as the feeder conductors provided that if it is a metal raceway you bond the GEC at each end in accordance with 250.64(E).
