Question: Any reason to ever have insulation on a braided ground strap on exterior of a metal building. Connection from building steal to grounding electrode.

The building steel nor the connection to the grounding electrode isn’t insulated, so why bother?

I don't believe it hurts anything. If all you could get was insulated, it will work. Could even provide a bit of protection to the conductors, so I wouldn't strip it off.
