Can a grounding electrode conductor be ran back to the service through a sub- panel and the sub-panel?s feeder conduit back to the service? Can the grounding electrode conductor be connected to the ground bar in the sub-panel as described in 250.6(C) (2).

Yes, provided that it meets the requirements of 250.64 especially 250.64(E).

Can the grounding electrode conductor be connected to the ground bar in the sub-panel as described in 250.6(C) (2).

No, the GEC must be connected to the grounded service conductor at or ahead of the service disconnecting means. (See 250.24(A))

I know of no reason that it couldn't be. Although you may want to consider a few code sections such as: 250.64(C) and (E).

I don't believe that the "busbar" contemplated by 250.64(C)(2) is synonomous with the ground bar terminal that you will likely have in a sub-panel.
