Grounding Electrode Connection

I have seen this "Grounding Electrode Conductor" connection to "Structural Metal Grounding Electrode", cannot deny its conformance with NEC, and was wondering your opinion.
Structural Steel with a 1/2" Bolt Welded, thus providing a stud. The GEC, with a compression connector w/ 1/2" hole, secured to this 1/2" "stud" via a double nut/washer method.
My thought is this: With the 1/2" Bolt welded to the Structural Steel, it is now effectively structural steel. The listed compression connector is now fastened IAW 250.70.
Without drilling the steel column, I suspect a better method would be welding a plate to the steel column and drilling - bolting the lug to the new plate. That being said, is the first method acceptable, or am I hosed up?

The specs, if available, show the minimum wire size connected to structural steel, no detail drawings, the typical disclaimer " ... installed in accordance with applicable codes ... design standards ......" jibber jabber.
Just wondering if how common it is.
