I don't believe the NEC requires a grounding electrode for and at the meter. Typically the can is bonded to the grounded conductor.
However, your POCO may require a ground rod. Check your POCO's website to see if they have an installation guide you can download and view. Yet it may not be in the guide... A standalone meter is not common, especially without a the service disconnecting means adjacent thereto. You may have to contact their technical support for a definitive answer.
