250.12 alows the rod to be exposed like shown, but needs to be protected.
This was very common method until early 80s when DB clamp was available.
I see your picture as a trip hazard.

Unless thats a ten ft rod, whats shown is a violation.
This reminds me of the county I grew up in. We had a local requirement that the ground clamp had to be above ground and visible/accessible. The supply houses did not even carry 8' rods because of it.
