Grounding Electrode Question

I am installing a 150 Service on a Single story house with a Mast. The house has a new PVC Main Water Line.

Here are my questions:

1. The New PVC water line has a #10 solid thhn ran with it. What is that used for?

2. Since the is no Copper Water Pipe extending 10ft into the ground to use as a electrode. Do I still have the bond the Copper piping after the new PVC main Water Line.

3. Will the 2 new Ground rods satisfy my Grounding Electrode System?

The solid wire is used by the utility for locating the buried PVC pipe. I'll let someone else comment on the other stuff.
 
Yes, I agree with the nerd on the #10 tracer wire.

See 250,4(a)4 for the bonding question.
Their has been and may still be an exception to that rule.
 
Bonding of the interior metal water piping is required by 250.102
On your ground rods, maybe not. You are required to use all grounding electrodes present, including a concrete encased electrode. With a concrete encased electrode no ground rods are needed, unless you install them, then they are present and have to be used.
the NEC requires the use of a concrete encased electrode, but check 250.52(A)(3) to see if what you have qualifies.
