Grounding equipotential grid testing

This plant has installed a very large grounding grid and now wants to test the overall ohmic value of the “system” using a Aemc 6416 clamp.
Target is 5 ohms, however most of the grounding ‘stingers’ have not been attached to equipment. I am just curious if this test even makes sense since the ground grid is not a code requirement in the first place.

If the job is commissioned, they can have requirements that can be above the requirement of your AHJ. It sounds like to me you're going to have some test wells and use a ground megger quite often.
 
Read the instructions for that tester.
Most clamping style are for testing multipoint ground rods, like those on utility poles. They are not really intended to test a ground grid.

I have used them to show continuity on grounding paths/jumpers, but the actual ohmic value was immaterial to me.
