Grounding Flamable liquids

We used to have a room dedicated for bubble point testing to contain flamable liquids in one area. Well management decided we needed to put out in the different areas Heptane and Alcohol in 5 gallon cans . They use this for transfering liquids into small containers so they can use it to work in their "GEMBA" area. We are needing to ground these and notice the 5 gallon containers don't have a area that's designed to be the grounding point . We clean off the paint where we can and use alligator clips to ground the cans the best we can . Just wondered what other places do when dealing with this . Also why these cans aren't required to have a spefic spot for grounding them ....
 
It's common to sand the paint on those smaller containers. Some manufacturers have lugs for grounding purposes, some don't. You guys are also bonding the receiving container to the dispensing can?
