Grounding for disco and panel

Good morning all,
I have a 200amp service install on a SFD.
The inspector wanted a disconnect installed after the meter on the exterior because of the length of distance between the meter and panelboard.
Then running 4/0 SER to the panelboard.
My question lies in the grounding connection. I installed 2 ground rods and the water meter jump with 4awg to the panel. I did not bond the panel. Then I bonded the disco. Is this correct or should I have run the EGC to the disco?

So the SER is run on the inside of the dwelling? Your current installation is not code compliant but you may have options. If the outside disconnect is the service disconnect then the MBJ and the GEC(s) must terminate there.
