Grounding for two services at one building

I'm working at a VA hospital (new building). It has two services,normal and emergency, fed from different transformers. Main distribution boards are in a common electrical room. Can I upsize GEC from ufer. water pipe, and building steel for total Kcmil of both services and run it to one distribution boards' ground bar and then tap from ground bar to other distribution board? If not, do I have to run seperate GEC's to each service or use irreversible splices and tap off main upsized GEC? Prints show a ground bar on wall in electrical room. I'm guessing the engineer figured to bring common GEC's to the bar and then tap off to the two services. Would this pass code? If so, it seems less likely for a GEC to get disconnected if I do the taps at one of the distribution boards instead of out in the open like shown on prints. Also both outdoor transformers are located side by side. Should I use a common ground ring for both, or have two seperate ones?:confused:
