Working on a PV system that has steel I-Beams driven into dirt. Would it be possible to use them for grounding instead of connecting to an EGC?

No. A direct connection to the earth does NOT replace an EGC back to the service.

Most manufactured mounting systems are listed for electrical continuity among the modules and racking system. So given a system that is listed/classified as integrated grounding, all that you would need to do, is secure a grounding lug at one point per continuous structure, and run your EGC from there, with the outgoing circuit wires.

You still need an EGC, routed with the circuit, once you leave the vicinity of the array.
