Grounding grid system (structural)

Where can I find code for developing an electrical grounding system for structural steel, electrical buildings (including a substation), etc.? I need to prove to our civil PE that an existing design is up to code. Is this outside of the scope of the NEC? If so, any idea where I can find these regulations?

There are no articles that anyone can point to that tell you something that is not required. The code only includes things that are required.

But you said that there's a requirement for an electrode. I was hoping to at least find this.

Also, just makes me curious why all of our installations include a grounding grid if they are never required? Just good practice?
