Grounding , Grounded, and GFCI

Just found this site and I must say its GREAT .. been reading for some time now but Im a little confused on some grounding issues , First let me tell you the lay out , I have a 400 amp metered disconnect from service provider, and Im coming out of this with two 200 amp breaker panels, each will be feeding a 100 amp disconnect 100 feet away this is all outdoors, the grounding system on the 400 amp disconnect has a grounding bed system .this is connected in the panel which is also connected to a Green Grounding wires to each of my 200 amp panels mounted side by side. (which are also connected to the same grounded strip going to each of my 100 amp panels. which has connected the white and the green the two strips are already connected from factory ..(square D) the same for my 100 amp panels . all the circuits from the 100 amp will be GFCI but from reading and the understanding im getting is the green and the white and grounding rod should not be together ..the local Building inspector says tie all geens and white and grounding rods in all panels together along with a 8 ft grounding rod on each 100 amp panels ...how should this be installed as per NEC ? any help is appreciated .
