grounding ideas

I have a customer who has 2prong recptacles the wiring coming into the
box is 12/2 with ground. the egc was cut off at every recpt not enough to make pig tail to recpt. Any ideas on how to remedy this problem without rewirng whole house. My idea was to raise recpt 6'' to get enough wire for
pigtail in every room.
