Grounding in plastic enclosure

I got to a job where there are several definite purpose contactors that are mounted in individual PVC enclosures around the complex.

There is no grounding means on any of the contactors.The only exposed metal to speak of is the mounting tabs.

Is it non code compliant if none of these are grounded?

Is it a safety concern?

None of the pump panels I have wired had the contactor bases bonded where the enclosure was non metallic.
