GROUNDING INSTALLATION ON PARAPET

Good day! Please tell me what's wrong with this installation?An inspector commented that the grounding cable should be installed and laid through parapet wall and not on the top. Where can I look up to it in the NEC?

What does the cable connect to at each end, that matters? Looks kind of like lightning protection; I think that's in NFPA 780 (but didn't check).

That's a pretty common installation method for lightning protection systems in that type of location.

You will not find anything in the NEC about that installation type. It looks like lightning protection conductor.
