Grounding Large COVID Tent

Have a client that wants to add a large temporary tent in their parking lot due to COVID, fed from the main building service with a 200A 4W feeder.

Art 525 seems to treat the temporary tents as being fed directly with a utility service. Seems to me that I could specify a 4W+G feeder to a disconnect at the tent and provide grounding electrodes at the tent but not bond the neutral to ground. Sound right? Thanks
 
I suspect 525 is talking about things that stand alone away from existing buildings which is why it only talks about services and separately-derived systems.

I'd be treating this as if it were a permanent (outdoor) structure, using the normal feeder and grounding rules.
