Grounding Light pole base

Another light pole discussion:

I have a light pole with a single 20A branch circuit, grounded with the circuit EGC.

Does the concrete base need to be grounded?

If we decided to ground it, even if it isn't required, would there be a minimum size (like #8 from Table 250.66)?

Ground as in driving a ground rod?
Not required, what is required in an EGC run with the branch circuit, as you mentioned.
What would the purpose of the ground rod be?

Ground as in connecting the circuit ground wire to the concrete base.

I see no purpose for this or for grounding the concrete base, just was asked a question by a contractor and I wanted to cover all options.
