Grounding Metallic Conduits with Communications Cables

I think you may mean bonded. Many might argue that 250.104(B) applies here. IMO it is a good practice to bond all metallic systems.

It would depend on whether the exposed metal is considered likely to become energized.
I have never liked that phrase. There should never be any non-current-carrying metal parts "likely" to become energized. Making those parts very unlikely to become energized is a major premise of the NEC. I see it as a contradiction of terms.
