grounding meter base

I am changing out an existing 100 amp service. I have an existing panel 20' away from meter inside of house which requires a disc. I plan on mounting disc immediately inside of house at point of entry. In the disc there are two terminals for grounding. I plan on using one for my egc to panel and other for gec to h2o line. The ground rod outside, I planned on running my gec to meter base. The inspector told me I couldn't ground at meter base. I obviously don't want to argue it with him, but I thought a gec could be wired from the meter base to ground rod. The inspector wants everything bonded in disc. The problem is I only have two ground terminals and I can't land the egc, gec to h2o, and gec to ground rod. Is there a dual lug terminal I can use in the disc and legal? Thanks

Unless there is a local code prohibiting the GEC connection in the meter can the inspector is out to lunch, it is allowed per the NEC

There is also the possibility that your POCO may not allow it (which means they are out to lunch as well) but this should not be a code inspectors concern.

You can connect your EGCs to the can on the service panel (disconnect)
You GEC must connect to the grounded conductor or buss. see 250.24
 
Does it show anywhere in art 250 that I can ground my egc's to frame of disc just in case inspector says something?
