Grounding of a Radio On a steel Water Tower

Can the Radio Mast be grounded to the Steel Tank or is a separate grounding conductor require as per 810.21?
We are feeding the Radio with a cat 5 ethernet cable in a 1 inch rigid conduit. As Per 821 (F) Can the conduit be used To Bond the Radio Mast to if we bond to the ground rod at the tank base and bond to the radio mast at the top of the conduit?

I would contact the engineer in charge of the water tower. It would depend upon the thickness of the tanks skin if it will withstand a direct lightning hit. I would say it was designed for this but I have seen a few that did have a lightning protection system installed and was told these towers could have a burn through if a direct hit were to occur.
